Contributions to the Energy Support Fund should increase by at least EUR150 million by the end of the year - draft Government Action Program

The Ministry of Energy should ensure at least EUR150 million in additional contributions from partners to the Energy Support Fund, which currently has more than EUR1.16 billion accumulated, by the end of 2025. It is also planned to increase the permitted throughput capacity of interstate intersections for electricity export by 200 MW (from the current 900 MW). This is stated in the draft Government Action Program, published on August 18.Among the key tasks by December 31, 2025 are the preparation and submission to parliament of draft laws on the location, design and construction of power units No. 3 and No. 4 of the Khmelnytskyi NPP, as well as on the corporatization of the state enterprise "Eastern Mining and Processing Plant".

The Concept of the State Economic Program for Spent Nuclear Fuel Management until 2030 and the government decision on the creation of a nuclear facility for the production of fuel assemblies should be approved within the same period.The construction of KhNPP-3.4 and the nuclear facility should begin by the end of 2026.During the presentation of the Government Action Program, Energy Minister Svitlana Grinchuk reported that Ukraine is considering alternative scenarios for the completion of KhNPP-3.4 due to the lack of progress in negotiations with Bulgaria on the purchase of VVER-1000 reactor vessels.Earlier, in early 2025, the previous Energy Minister Herman Galushchenko stated that the Ministry of Energy had prepared a draft law on the corporatization of SkhidGZK and was initiating the transfer of all uranium mining licenses to it. The next step should be to attract a strategic investor to increase production.SE "Vostogok" is among the ten largest global uranium producers (2% of global production) and is the only enterprise in Ukraine that ensures the extraction and production of natural uranium concentrate. It covers about 40% of the needs of Ukrainian nuclear power plants, and the strategic goal is to achieve 100% self-sufficiency.At the same time, in July 2025, at the URC-2025 conference in Rome, NNEGC "Energoatom" and Westinghouse finally agreed on the production of nuclear fuel in Ukraine using American technology.
