Ukraine presents a plan for implementing EU law in the agricultural sector

The Ministry of Economy, Environment and Agriculture of Ukraine presented a Plan for the phased implementation of the European Union law (acquis) under negotiation chapters 11 "Agriculture and Rural Development", 12 "Food Safety, Veterinary and Phytosanitary Policy" and 13 "Fisheries and Water Industry".

According to the press service of the ministry, the document was a continuation of the official screening of Ukrainian legislation, carried out within the framework of bilateral meetings between Ukraine and the European Commission. Its adoption is an important step towards the integration of the Ukrainian agricultural sector into the EU internal market. The plan defines the main tasks of adapting Ukrainian legislation to the norms and standards of the European Union, harmonizing the rules for the functioning of the agricultural market, increasing the competitiveness of agricultural producers and creating conditions for their access to European support and financing programs.

Deputy Minister Denys Bashlyk emphasized that European integration opens up new opportunities for small and medium-sized farms, in particular through expanded access to the EU market, knowledge, technologies and state support. The ministry recalled that in September 2025, a screening was held in Brussels for three agricultural chapters within Cluster 5 “Resources, Agriculture and Cohesion Policy”, which covers five negotiation areas — from agricultural policy to financial and budgetary provisions.Based on the results of the screening, the European Commission will prepare a report with recommendations for further adaptation of Ukrainian legislation to EU norms. On its basis, Ukraine's negotiating position will be formed and the next stage of negotiations on accession to the European Union will begin.
