Eight manufacturers of construction products — Kovalska, Caparol Ukraine, Imperative UA, VIK Bud Trade, Peikko Ukraine, TERVIKNOPLAST (Viknar'off), Penetron Ukraine and Ruukki Ukraine — have joined the Memorandum of Cooperation between the Ministry of Development of Ukraine, manufacturers of construction products and industry associations. The relevant statements were signed during the Business Day of the Confederation of Builders of Ukraine, where the document was presented by Natalia Kozlovska, Deputy Minister of Development of Communities and Territories of Ukraine. Thus, the initiative was joined by manufacturers of products used at almost all stages of construction and renovation: concrete mixtures and reinforced concrete products, waterproofing, heat-insulating materials, composite reinforcement, windows and doors, as well as roofing and steel structures, etc.
The Ukrainian Association "Ukrelectrokable", the Ukrainian Center for Steel Construction and the Association "Ukrainian Manufacturers of Translucent Structures" had already joined the memorandum earlier.
According to the Ministry of Development, cooperation with manufacturers is part of the work on creating a state database of prices for construction products. Its task is to provide unified and understandable approaches to determining the cost of construction materials in projects implemented with public funds. For communities, this means more transparent planning of construction costs, simplification of verification of estimates and increased trust in restoration projects.
"We strive to form a single transparent and understandable system of price indicators for construction materials. The price database does not regulate the market and does not set prices for manufacturers - it creates a clear benchmark for construction customers. This will help justify public spending, reduce the risks of overpricing of materials, speed up the verification of estimates, and strengthen trust in reconstruction projects from both citizens and international partners," said Natalia Kozlovska. According to her, an important step towards regulating the market has already been the introduction of a state codifier of construction products. “We have already introduced unified approaches to the classification and naming of construction products. This is important at all stages of the life cycle of the facility — from the production of materials and design to construction and further operation,” the deputy minister emphasized.
The next stage of the development of the price database involves the participation of manufacturers of construction products. They will provide up-to-date information about their products, their characteristics, nomenclature and price indicators. “It is important that manufacturers directly fill the system with up-to-date data about their products. This includes not only prices, but also material characteristics, nomenclature and other information that will help form an objective picture of the market,” the Deputy Minister emphasized.
The memorandum is open to all manufacturers of construction products and should become a platform for ongoing dialogue between the state and business. In addition to filling the price base, the parties will cooperate on the implementation of European approaches to the regulation of construction products, the development of BIM technologies, the digitalization of construction, support for fair competition and the spread of environmental solutions in the industry.
We would like to remind you that in Ukraine, a reform of the pricing system in construction is underway, the goal of which is to make the determination of construction costs more transparent, reasonable and understandable for the state, business and communities. One of the key tools of the reform will be the State Database of Prices for Construction Products (BDC), which will be formed on the basis of price analysis reports, data from manufacturers, suppliers and distributors of construction products, as well as information from Prozorro Market, the State Tax and State Customs Services.
