Certificates of origin of the EUR.1 form are issued by the customs offices of the State Customs Service in order to support the export of goods of Ukrainian origin. The presence of such a certificate exempts Ukrainian goods from paying import duties when imported to the EU, EFTA, Montenegro, the United Kingdom of Great Britain and Northern Ireland, Georgia and the State of Israel.In 2025, they were most often issued for the export of goods to the following countries:Poland - 16,606 pcs.; Germany - 6,546 pcs.; Romania - 5,465 pcs.; Italy - 4,081 pcs.; Lithuania - 3,247 pcs.
Ukrainian producers received EUR.1 certificates mainly for the following goods:goods of vegetable origin; sunflower oil; white sugar; chicken meat; natural honey.
