From June 6, 2025, the conditions for access to the European Union market will change for Ukrainian exporters. The European Commission has approved transitional trade measures that replace the current autonomous trade measures (ATM) - the so-called "visa-free trade". This is reported by agronews.ua.What the transitional measures provide for:
Access to tariff rate quotas will be opened on the basis of the current DCFTA.The quota volumes for 2025 will be 7/12 of the standard annual level, since the new regime will be valid only from June to December.Quota management procedures will be simplified: part of the quotas will temporarily switch to the "first-come, first-served" regime, which will allow Ukrainian exporters to take advantage of the benefits from June 6.Products that required licensing until 2022 are temporarily exempted from the need to obtain licenses.Quotas will be distributed in accordance with the order of application, and not according to the permit procedure.The European Parliament also voted to introduce a preferential regime for the export of steel and iron from Ukraine, starting from June 6, 2025. This decision is aimed at supporting Ukrainian producers of metallurgical products and strengthening the trade partnership between Ukraine and the EU.The decision on transitional measures was adopted on May 22 at a meeting of the EU Committee on the Common Organization of Agricultural Markets. The transitional mechanism is implemented in the form of an Implementing Act, which allows avoiding the suspension of exports of Ukrainian products after the expiration of the ATC.
