From November 19, 2025, Law No. 2718-IX “On materials and objects intended for contact with food products” comes into force in Ukraine. The document introduces modern European safety requirements for all materials that come into contact with food products — from packaging, dishes and containers to production equipment.Key changes for manufacturers and importers
The new law, for the first time at the legislative level, establishes clear requirements for the safety of food packaging and materials that should not emit harmful substances or foreign odors into products. Manufacturers and importers are obliged to:
introduce good manufacturing practices (GMP);
officially declare the compliance of materials with established standards;
control the level of migration of chemicals from packaging into products;
conduct a scientific risk assessment;
ensure correct labeling of packaging materials.
At the same time, the law provides for a transitional period: materials and packaging manufactured before November 19, 2025, may remain in circulation until the expiration date.
