The EU has completely abolished restrictions on the supply of mushrooms and fermented milk products from Ukraine since October 2025.This opens up the possibility for Ukrainian producers to enter the European market duty-free, expand exports and form sustainable supplies. A number of previously restricted items have been moved to the less sensitive category or completely exempted from quotas. These include products used in the food industry as additives, concentrates or raw materials.Such liberalization makes exports attractive, as it allows importers and processors in the EU to purchase Ukrainian components on a stable basis. However, it is important to check whether a specific product falls under Ukrainian licensing or other regulations.Seeds (except for crops that remain under quotas)
Currently, only certain crops are subject to quotas and licensing in Ukraine: wheat, wheat-rye mixtures, corn, rapeseed and sunflower.Other types of seeds can be exported without restrictions, although the requirements of Ukrainian legislation should be specified for each category. These may be industrial crops, spice seeds or ornamental plants.Industrial and non-food products
The export quota system primarily concerns agricultural products and raw materials. Therefore, metal products, equipment, components, products of processing or light industry are not subject to quotas and can be freely supplied to the EU.Fuel and energy resources (within the limits of exceptions)
Not all types of energy raw materials are included in the lists of quota products. If a specific resource is not regulated by separate restrictions, its export to the EU can be carried out without barriers.
