Ukraine, Romania and Moldova have agreed to create a regional cyber alliance to jointly counter cyber attacks and hybrid threats and develop cybersecurity technologies. The relevant memorandum was signed during the Kyiv International Cyber Resilience Forum 2026.
The document was concluded by the National Cyber Security Coordination Center under the National Security and Defense Council of Ukraine, the National Cyber Security Directorate of Romania and the Cyber Security Agency of Moldova. The initiative is called the Cyber Alliance for Regional Resilience and provides for the creation of a structured mechanism for cooperation in the field of cyber defense.
The alliance should strengthen coordination between countries during cross-border cyber incidents, ensure the exchange of analytics and practical experience, and promote the implementation of modern technological solutions to protect critical infrastructure. A separate role in cooperation will be played by Ukrainian experience in countering cyberattacks during a full-scale war.
