Ukraine is starting the next stage of energy infrastructure development by announcing a tender for the construction of new highly maneuverable power plants with a total capacity of 1,505 MW. The tender commission has already approved a package of documentation that defines the conditions for participation and technical requirements for future investors.
This was announced by Energy Minister Denys Shmyhal.
Before the end of the consultation stage, companies will have 20 days to review the documentation and propose changes or clarifications to the tender conditions.
New energy facilities will be concentrated in regions with the greatest capacity shortage.
Construction is planned in those regions where the issue of reserve generation is most relevant due to the load on the energy system and the consequences of Russian attacks. These are Kharkiv, Sumy, Poltava, Dnipropetrovsk, Chernihiv, Kyiv and Odessa regions, as well as the capital. Only projects that involve the installation of completely new equipment that has not been used before will be allowed to participate.
The competition sets strict technical criteria.
Each facility must provide at least 10 MW of guaranteed capacity, have the ability to start autonomously after a complete power outage of the power system, and meet modern physical protection requirements. It is also assumed that the equipment must be designed for at least 20 years of operation or at least 100 thousand hours of operation.
Financial guarantees are being prepared for private investors.
One of the key conditions of the competition will be state support for future investors. A mechanism is envisaged to compensate for the possible difference between the market price of electricity and the economically justified cost of its production during morning and evening peak loads.
In addition, the government, together with international partners, is working on a military risk insurance instrument. The use of a derisking mechanism, which is being developed with the participation of the Energy Community Secretariat, is being considered.
New power plants should become part of the energy transformation.
The planned facilities should be put into operation by the end of 2027. The government expects that they will significantly increase the reserve capabilities of the Ukrainian power system, increase its resilience to emergencies and promote the development of distributed generation. It is expected that the implementation of the competition will become one of the largest investment projects in the power sector in recent years and will help strengthen the country's energy security in wartime conditions.
