In July 2026, a new mechanism for forming urban planning conditions and restrictions (UUO) in the Unified State Register of Urban Planning and Development (USED) will be operational. During the formation of the UUO, the system automatically pulls up a list of current urban planning documentation from the Urban Planning Cadastre (UBC), writes "Profbuild" with reference to information from the Ministry of Development and the Ministry of Digital Economy.
The process of obtaining urban planning conditions and planning restrictions is made fully automated and transparent.
It is emphasized that users will not need to manually enter information about urban planning documentation into the Unified State Register of Urban Planning and Development (USED) every time - it is enough to enter it into the UCC once.
What exactly is changing and what key innovations await the market:
- Automatic data verification: A system for self-checking compliance with the application of urban planning documentation and existing restrictions. This minimizes the "human factor" and corruption risks as much as possible.
- Strict control of deadlines: Thanks to a clear digital trace, each stage of consideration will be at your fingertips. Attempts to delay deadlines or unjustified refusals will be recorded by the system.
- Convenient tips and templates: For customers, the process of filling out documents in the office is optimized, which allows you to avoid technical errors and repeated submissions.
The main goal of the reform is to return the process of issuing a MOU from a bureaucratic loan to a clear and fast digital algorithm. This should significantly speed up the launch of new construction projects and clear the procedure from the subjective decisions of local officials.
Updated electronic offices and a new mechanism will be operational in the near future. The Ministry promises to present detailed video instructions for users immediately after the final launch of the system.
Local governments and military administrations are recommended to check the completeness and relevance of the entered data in advance. If the current urban planning documentation for the relevant territory is not included in the Register of Urban Planning Documentation of the MBKD, it will be impossible to complete the MOU issuance procedure.
It was previously reported that a large-scale implementation of the MBKD is underway in Ukraine. Currently, 99% of territorial communities out of their total number (except for those located in combat zones or temporarily occupied territories) have received the authority to order urban planning documentation in the system.
