Three investment projects for the production of float glass provide for the creation of capacities of 73.7 million sq.m of glass. According to the optimistic scenario, they can start production in 2028-2030.
This is stated in the investment catalog Ukraine Investment Guide 2026, presented at the Conference on the Reconstruction of Ukraine (URC2026) in Gdansk (Poland), writes РrofВuild with reference to "Interfax-Ukraine".
Three large-scale projects are currently being implemented in Ukraine - in the Kyiv region, the industrial park "City of Glass" from the Berezansklo group of City One Development and NovaSklo of the investment company EFI Group, in Transcarpathia - Ukrglass.
Currently, the glass sector of Ukraine is completely import-dependent, since the only flat glass plant in the country, the Lysychansk "Proletary", is located in the occupied territory.
The consumption of sheet glass in 2023 reached 11.2 million sq. m. According to forecasts, the reconstruction will increase demand to at least 27 million sq. m annually.
According to the press service of City One Development, the first infrastructure project implemented within the framework of the state program to stimulate industrial parks on co-financing terms has already been completed in the IP "City of Glass". IP "City of Glass" was created in the city of Berezan, Kyiv region - the initiator of its establishment is LLC "Berezan Sheet Glass Plant" ("Berezansklo"), and LLC "Khreshchatyk Budinvest" has been designated as the management company. The total area of the park is 20.2633 hectares - this is a municipal land plot leased to the initiator for 31 years. The term of operation of the industrial park is set at 30 years.
In 2025, the IP "City of Glass" received state co-financing for the development of engineering infrastructure. In particular, UAH 26.3 million was allocated for the construction of external power supply infrastructure and UAH 8.3 million for the construction of gas supply networks.
The first completed project was the construction of external power supply infrastructure and the connection of the industrial park to power networks with a capacity of 10 MW, the created capacities provide the energy base for the production of transparent float glass, architectural glass and fiberglass. The next stage of development will be the construction of gas supply networks.
"City of Glass" was created as a specialized glass cluster on the One Stop Shop principle, where enterprises will work in a single production chain. The concept of the park provides that up to 70% of products and services will be sold between its participants, forming an effective ecosystem of production, processing and use of glass and composite materials.
According to the Ukraine Investment Guide 2026, investments in the IP "City of Glass" in a float glass plant with a capacity of 600 tons per day (18.7 million sq. m/year) are expected to be about $150 million, of which $50 is own and $100 is borrowed, in an architectural glass plant with a capacity of 5 million sq. m per year - $30 million, of which $10 million is own. At the same time, $10 million has already been invested in the float glass plant, $31 million is planned for 2026, and $2 million in the architectural glass plant this year.
The launch of the facilities is expected in 2029.
The NovaSklo project involves the construction of a float glass and coated glass plant in the Brovary district with a total capacity of 800 tons per day (25 million sq m/year), covering architectural solutions (clear, extra clear and coated), interior safety glass and mirrors, as well as specialized tempered products for the agricultural and solar energy sectors.
The project has completed the pre-design phase and entered the design stage. Public hearings on the Detailed Site Plan and the Strategic Environmental Assessment Report have been held.
A strategic partnership has been established with Pilkington Architectural Glass (NSG Group), which provides access to advanced float glass technology. According to the Ukraine Investment Guide 2026, the total investment in the float glass plant is estimated at approximately $306.5 million, of which $95.9 million is own and $210.3 million is borrowed.
At the same time, $5.2 million has already been invested in the project by 2026, and $73.9 million is planned for 2026. A letter of agreement has been signed with IFC (World Bank Group), which is expected to act as the main partner in structuring and mobilizing long-term financing.
Production start - 2028.
The Ukrglass project involves the construction of two lines of a flat glass plant in Transcarpathia, in the cities of Tyachiv and Gorodno, with a total planned capacity of 800 tons/day. Target market: B2B clients in the construction, automotive and furniture industries (architectural glass, windows, automotive glass).
The company owns/rents plots in industrial parks, including 40 hectares in Gorodno, and has confirmed energy capacities. The permits received and energy capacities have been confirmed for Gorodno.
Ukrglass has completed preliminary design, has a license for sand mining in the Chernihiv region (for 20 years, reserves of more than 20 million tons) and partnership agreements for equipment. The main equipment will include a state-of-the-art float glass line (furnace, tin bath), a sand processing plant (AKW, Germany recommended), coating and finishing lines (Grenzebach, Glasstech, Bando, etc.). Technological partners are from Europe, the USA, Indonesia (preliminary design was performed by MuliaGlass).
According to the Ukraine Investment Guide 2026, the total budget of the Ukrglass project is $278.5 million, of which $83.5 million is the own contribution, another $195 million needs to be raised. $13.9 million has already been invested, the same amount is expected this year.
Planned launch is 2030.
