Employers began to realize: the labor market increasingly belongs to candidates

The Ukrainian labor market in 2026 is changing the rules of the game. Employers are increasingly forced not only to look for employees, but also to compete for them with salary, conditions, flexibility and development opportunities.
According to the State Employment Service, as of August 1, 2026, there were 236,000 job offers on the Unified Job Portal. At the same time, the labor supply remains limited, and there is a shortage of personnel in many professions.

The business is particularly acutely experiencing the lack of qualified workers - drivers, electricians, welders, locksmiths, turners, machinists, cooks and other specialists.

This is gradually changing the approach of companies to hiring. Employers relax requirements, agree to train people without the necessary experience and expand the pool of potential candidates.

In fact, the employee gets more opportunities to choose. If previously the candidate mainly tried to meet the company's requirements, today companies increasingly have to prove why it is worth coming to work for them.

Salary growth is becoming one of the main tools of the struggle for specialists. According to the State Employment Service, 56% of employers planned to increase salaries in 2026.

The labor market is gradually moving from the "employer chooses" model to the mutual choice model. And for business, this means a simple thing: a strong candidate today needs not only to be found, but also to be convinced to stay.
