Ukrainian metallurgists predict growth in steel production and scrap shortage in 2026

Ukrainian metallurgical companies Interpipe and Metinvest plan to increase steel production in 2026 compared to 2025, which, in turn, will increase demand for ferrous scrap. Top managers of the companies announced this during the UAVtormet conference, RBC-Ukraine reports.Interpipe expects to resume smelting at the Interpipe Steel plant at the end of December after an emergency forced shutdown. The volumes not produced in 2025 will be carried over to the next year, which will increase the company's need for scrap metal."Our plans for 2026 will be even greater in terms of consumption and demand for scrap metal," said Valentyn Makarenko, Chairman of the Board of Interpipe Dniprotormet.Metinvest also predicts an increase in production - according to Ivan Kovalevsky, CEO of Metinvest-Resource, steel production in 2026 may increase by 300-500 thousand tons. Accordingly, the company expects an increase in scrap consumption.At the same time, procurement companies are no longer able to meet the needs of metallurgical enterprises. The non-fulfillment of contracts with Metinvest reaches 89 thousand tons.

Interpipe emphasizes that even despite the decrease in consumption due to the temporary shutdown, the total demand for raw materials in Ukraine increased by 100 thousand tons in 10 months of 2025.In general, in January-October, scrap metal procurement increased by 16% year-on-year, to 1.7 million tons, while metallurgists consumed almost 1.3 million tons. At the same time, exports accelerated sharply and reached 345.2 thousand tons, which is 1.5 times more than last year.Against the background of the growing deficit, the president of the Ukrmetallurgprom OP, Oleksandr Kalenkov, proposes to introduce an export duty on scrap at the level of $180/t and temporarily set a zero export quota. In his opinion, this will allow preserving strategic raw materials in Ukraine.Kalenkov also emphasized that Ukrainian scrap metal is exported to EU countries, in particular Poland, without paying duties, after which the raw materials are re-exported to Turkey and India - countries that directly or indirectly purchase energy resources from the Russian Federation. Thus, part of Ukrainian scrap ends up in countries that actually support the Russian economy during the war against Ukraine.
