On August 19, 2026, the Verkhovna Rada of Ukraine supported as a basis Bill No. 15397, which provides for strengthening the requirements for shelters and their maintenance. 296 people's deputies voted for the document
The bill provides for guaranteeing unhindered access of citizens to protective structures during martial law, regular monitoring of their condition and increased liability for improper maintenance.
Among the proposed changes are a ban on using shelters for purposes other than their intended purpose, monthly inspections of their condition, installation of video surveillance systems and liability for preventing people from accessing protective structures. It is also planned to expand the network of quickly constructed modular shelters in places of mass gathering.
The bill has so far been adopted only in the first reading. In the future, the document should be finalized and prepared for consideration in the second reading.
