The National Commission for the Regulation of Energy and Utilities (NCERC) has clarified the rules for the operation of home solar power plants. The regulator has determined the hours when the generated electricity will be taken into account at the "green" tariff.
The National Commission for the Regulation of Energy and Utilities (NCERC) has made changes to the rules for the operation of private households with solar power plants. The main innovation concerns the time during which the electricity generated by home solar power plants is taken into account for calculations at the "green" tariff.
Thus, from April 1 to October 31, the tariff will apply to electricity generated from 04:00 to 23:00. In the period from November 1 to March 31, a different time period will apply - from 06:00 to 21:00.At the same time, electricity generated outside of the specified hours will not disappear without payment. Its universal service provider will purchase at hourly market prices "day in advance" in accordance with the legislation.Separately, the National Commission for the Regulation of Energy and Power Generation and Energy Management has clarified the accounting rules. The amount of electricity taken into account cannot be greater than the capacity of the generating plant specified in the contract, in each hour of its operation. This should make the accounting of production more accurate and uniform for all owners of home solar power plants.The "green" tariff provides that producers of electricity from renewable sources can sell it at a special price. In the first half of 2026, the Guaranteed Buyer paid UAH 23.89 billion to producers of electricity from RES. At the same time, solar generation accounted for 96.07% of the total volume of purchased electricity.Earlier, the Ukrainian government simplified the procedure for installing solar power plants on the roofs and facades of buildings. The new rules should make the development of autonomous energy faster and more affordable, allowing for greater use of renewable energy sources.
