Ukraine has begun preparing new state building codes for residential buildings that will increase the level of safety, barrier-free access, comfort and noise insulation.This was reported by the Ministry of Reconstruction, Infrastructure and Transport of Ukraine.The updated codes will be supplemented with requirements for the planning and construction of premises for free movement and evacuation.In particular, clear standards for the accessibility of the adjacent territory for people with disabilities and other low-mobility population groups, inclusive routes, pedestrian paths, ramps, handrails and orientation aids will be prescribed.Modern planning solutions and digital infrastructure
It is planned to clarify the list of public premises that can be placed in residential buildings and at their entrances.Requirements for the planning of the adjacent territory regarding the placement of parking lots and bicycle parking lots will be updated.The norms will also be supplemented with provisions on the placement of electronic communication networks, which will allow laying digital infrastructure at the design stage.This will also become the basis for future social housing construction projects and harmonization of norms with European standards.New requirements for evacuation and elevators
The changes will clarify the requirements for evacuation routes, in particular for people in wheelchairs.For buildings up to 26.5 meters high (approximately 9 floors), clear criteria will be determined for when one stairwell is sufficient and when two are needed.The parameters of elevators, the dimensions of elevator halls and cabins, and the possibility of connecting residential floors with underground shelters or dual-purpose structures will also be updated.The requirements for fire elevators with a lifting capacity of 1 thousand kg and elevators for people in wheelchairs will be clarified separately.Noise protection
The norms will include new requirements for the protection of residential premises from noise and vibration.To do this, they will regulate the conditions for the placement of built-in and built-in-attached public premises, the operation of which may cause inconvenience to residents.The ministry plans to publish the first draft of the amendments for public discussion within the next few months.As reported, thanks to the digitalization of construction services and the work of the Unified State Electronic System in the Construction Sector (UEESSB), the state saves more than UAH 3 billion annually by eliminating corruption schemes and shadow intermediaries.In parallel, the Ministry of Development continues to expand the functionality of electronic services.In particular, a new option for construction services was recently launched on the "Diya" portal: when submitting documents for objects of impact classes SS1 and SS2, users were given the opportunity to independently choose the state architectural and construction control body.
